Here are my tuner monster:

 

Lore:

This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by Tributing Level 1 LIGHT monster and 1 Level 1 DARK monster. This card is also treated as a LIGHT monster. Once per turn, you can reduce the ATK of 1 monster your opponent controls to 0. This card cannot be destroyed by LIGHT and DARK monsters. When this card is used as a Synchro Material Monster for the Synchro Summon of a LIGHT or DARK monster, you can increase this cards Level by the amount equal to 2Level lower or lower Level than the Synchro monster this card is used to Summon.

Nice, I pretty much like it.

However this sentence is messed up:

you can increase this cards Level by the amount equal to 2Level lower or lower Level than the Synchro monster this card is used to Summon.

But wait does this supposed to mean that you can change this card's level to anything bellow the level of the synchro monster, in other words you can match the star amount of any LIGHT AND DARK synchro monster with this card and 1 other?

Well never mind it needs 2 tributes so I think it is fine. But if that what the second part means, then what does 2level lower supposed to mean?

Also as the current effect stands you could tribute your opponent's monsters as,well, which would make this card OP.

For the card, it can raise its Level to 2 level Lower than the Synchro monster that this card is used for. For the first its meant on your side of the field. And thanks for the comments

Well, that is now what it means, but here is a fix suggestion:

...,you can treat this card's level as 2 levels lower than the Synchro Monster's level this card is used for.

This might not be that best but it atleast means what it should (as your says it raise by Synchro Monster Level-2, which would make it's level equal to the Synchro Monsters level-1, along that it has a or lower additionally in it)

Anyway if it can only be summoned by monsters on your side of the field, than I think it is a great card.

could have sworn I've seen you post this elsewhere, but I'll rate it again

 

"Once per turn, you can reduce the ATK of 1 monster your opponent controls to 0. " <---this effect I'd only make it last until the End Phase though

 

the rest is fine, I'll give this 8.7/10

The reduce to 0 was meant to be for 1 turn only but I forget to put it that on the card

This card is not a bit OPed it is balanced since you must tribute 2 monsters. There are only 1 errors in this card and I only made that cause I was tiered. I am a Great Card maker and I have almost no Errors
