This monster cannot be special summoned unless you tribute 1 "Red -Eyes B. Dragon equipped "Dragons Strength poison" then you special summon this card from your deck or hand.Every turn you must pay 500 life points to keep this card on field if you don't destroy this card.When this card by sent to the graveyard you can either decrease your opponents life points by 100 every turn or you can decrease the ATK and DEF of the monster that destroyed this card

Is it gonna be able to normal summon? cuz if it's meant to be special summoned only, then add "This card cannot be Normal Summoned or Set." After that, it should probably say:

 

"This card can only be Special Summoned from your deck or hand by Tributing 1 face-up "Red-Eyes B. Dragon" equipped with "Dragon's Strength Poison". You must pay 500 Life Points during each of your Standby Phases. If you cannot, destroy this card. When this card is sent to the Graveyard, you can either inflict 100 damage to your opponent during each of your Standby Phases OR decrease the ATK and DEF of the monster that destroyed this card."
