LOREWhen this card is Normal Summoned, you can select 1 Thunder-Type monster in your Graveyard. Special Summon that monster and equip it to this card. This card gains ATK equal to half the equipped monster's original ATK. Once per turn, you can select 1 Level 5 or higher WATER monster in your hand. That monster's Level becomes Level 4 while in your hand. When this card is destroyed by battle and sent to the Graveyard, you can remove from play 1 WATER or Thunder-Type monster in your hand to Special Summon this card in face-up Attack Position during your next Standby Phase.

LOREWhen this card is Summoned, select 1 face-up non Fairy-Type monster on the field. That monster's ATK becomes 0. While this card is in face-up Attack Position on the field, it is not destroyed as a result of battle. When this card attacks, if the attack target is not destroyed by battle, you can Special Summon 1 Fairy-Type monster from your Graveyard in face-up Attack Position. During the End Phase, gain Life Points equal to the amount of Battle Damage you took this turn involving this card.

Lighting Conger is bad, because it requires 2 different monsters (Thunders and WATER). If Konami ever releases an Archetype of WATER Thunder-types, then this card would be awesome for them. But until then, this card is barely playable as it forces you to mix 2 kind of monsters that don't work together.

Also, the ATK boost is low. Even if I equip the Conger with a 3000 ATK monster, it would only gain 1500 ATK for a total of 1850, 50 ATK less than the average Level 4 beatstick.

However, Dancing Elf might be considered OP'ed. Her effect basically negates the Battle Damage, she can Summon any Fairy from your Graveyard (including the powerful ones), and she can summon as many of them as long as this card continues attacking. This card would be fun to use in a DARK Deck that sends "Darklord Serato", "Dark Voltanis" or even "Darknight Parshath" quickly to the Grave; and since this card is WIND, you could splash "Dark Simorgh" in such Deck.

Well, it's suppose to be playable for any WATER/Thunder Deck. Since it can lvl down high lvl water monsters to lvl4, it makes Umi decks alot easier without being heavily supported by legendary ocean. Also, it can resurrect itself when it dies with a small cost.

it only negates battle damage involving her.

Yes, Lightning Conger its for WATER/Thunder Decks. How many of those Decks are out there?

Now that you mention the "resurrecting" effect, it is not that bad because you could Special Summon it for a quick Tribute Fodder.

And I was aware the Dancing Elf negates only her Battle Damage, but its her Special Summoning effect which is overpowered. I could very well pay 2000+ of LP for Summoning a powerful monster. If you want a suggestion, you could change the effect so she can only Summon Fairies whose ATK is equal or lower than the Battle Damage you took, similar to "Turbo Synchron".

fairies are generally easy to summon. This card needs to successfully attack to special summon a fairy.
