Select 1 Normal Monster you control. Select 1 Effect Monster in your hand or graveyard whose level is equal to or less than that of the selected Normal Monster, and remove it from play. As long as the selected Normal Monster remains on the field, it gains the effect of the removed Effect Monster. When the selected Normal Monster is removed from the field, remove it from play.

Fixed 1st Sentence:

"Select 1 Normal Monster in your Hand, Deck, or Graveyard, on your side of the field, or that has been removed from play, and select 1 Effect Monster from your Deck or Graveyard."

 

The picture goes quite good with the Name.

In terms of effect, it's quite unique (at least of what I've seen); given the comments already, allow me to suggest:

 

- Change the designation of the Vanilla to simply on the field. (Otherwise, it's Monster Reborn.)

 

- Change the designation of the Effect to Hand, Field, or Grave. (Otherwise you could pull w/e effect you want from the deck; possibly OP.)

 

- Change the designation of the Effect Monster to "same or lesser level of the Vanilla" (to address placing a 8-star effect on a 4-star Vanilla).

 

- Possibly make the Effect card a Equip card to act as a cost to the card's use.

 

So (I'm not caring about OCG here): "Designate one Normal Monster on your side of the field. Choose one Effect Monster in your hand, on your field, or in your graveyard whose level is equal or less than the selected Normal Monster. Treat the Effect Monster as a Equip card and equip it to the Normal Monster. While equipped, the Normal Monster is treated as a Effect Monster with the same effect as the Effect Monster."

Removing both from play works better as the cost than using the Equip idea.

 

Other than letting the user choose a Effect Monster from the field as well as the hand and grave, it appears well balanced to me.

Well then, what's your reasoning for not allowing a controlled field Effect Monster to be chosen? While I can't think of any specific scenario where it would be helpful, I don't think it should be omitted for any specific reason.

Applying an effect of a monster (say Jinzo?) to something stronger or more likely to last?

 

I have "Millennium Shield" and "Jinzo" on the field; I give up Jinzo and apply the effect to Shield as (battle-wise) Shield is more likely to stay on the field.

 

Or, given the above situation, I have Jinzo on the field and then summon Shield and then I wish to apply it.
