Each turn you can pay 500 Life Points to remove from play 1 monster from your hand to increase the ATK of this card by the quarter of the remove from play monster. When this card's attack is higher then 3200 this card is destroyed and the opponent loses 500 Life Points.

The two areas in bold confuse me sorta.

For the first one might I recommend rewording your sentence?

Maybe like this: "This card's ATK and DEF can be increased by 100 points for each face-up monster on the field."

And the second one. Could you change maybe quarter to half or something.

 

The pic of the card is a tad bit over used but It a good pic.

 

The card seems a bit Oped but it's just me.

Not bad man. nice pic, the effect is nice but instead of a quarter, maybe halve would work better. Does the effect of every monster on the field increase this cards ATK and DEF x100 count itself? Maybe you should but that in.

 

Other than that, nice job dude.
