A-Counter rule

Alright im gonna get straight to the point, I am currently using an Alien Deck and I am slightly confused about the A-Counters rule to reduce ATK/DEF. I know that you can stack them and that they only work when you have a monster that says that it reduces the ATK/DEF. The part I dont get is the ATK/DEF reduction only during damage calculations. I have not played Yu-Gi-Oh! in over 3 years so forgive me if this is a "noob" question, but lets say I have alien skull out (1600 ATK) and my opponents monster is 1800 ATK and has 1 A-counter on it. Does this mean I can attack it and it will lose 300 ATK causing my monster to not be destroyed or do I need to have more ATK and then destroy it for the reduction to work?
