For MTG, as far as I have heard, yes, for YGOTCG, no, you have to manually continue the combo until your opponent (or you) die from boredom. Because it is not an infinite loop, but rather a very lengthy one, it does not automatically cancel and force a replay. Except that you can declare the repeated combo thing in YGO. I've read the tournament procedure rules and it said that such a thing was allowed (it used RML/Elma Exodia as the example, you can just say how many times you want to repeat).
