It's overpowered because it allows you to tribute any monster on the field and most players would probably want to tribute their opponent's monsters to summon a monster of their own. If the card's effect was limited to only tributing monsters on your field, then it would be much more balanced (although probably still a tad on the overpowered side due to it not having any restriction on how high of a Level, ATK, or DEF the Dark monster you can summon). In simpler words, the card would still let you tribute any monster on your field to summon a super powerful Dark monster from your Deck each turn. Make it your side of the field, or pay 500 Life Points for that effect, your opponent selects the monster they control to discard if you wanted them to and summon a level 6 or lower.
