A ROM Hack is pretty much anything with a relative modification. I consider a good ROM Hack to have new maps, completely new scripts (events, battles, etc.), new OW's, new sprites and possibly new Pokémon, though they usually don't end up too good. I also consider having new tiles important for a hack, but some think that FireRed's are fine... I disagree, and I think new tiles and new palettes are important for effectively creating a new game.
