That gets rid of 23 cards.

Now add the following:

+1 Dark Magician of Chaos

+1 Dark Armed Dragon

+1 Judgment Dragon

+2 Destiny Hero Malicious

+2 Destiny Hero Diamond Dude

+1 Destiny Hero Disk Commander

+1 Elemental Hero Stratos

+1 Lumina, Lightsworn Summoner

+2 Ryko, Lightsworn Beast

+1 Magician of Faith

+1 Witch of the Black Forest

+1 Destiny Draw

+1 Allure of Darkness

+1 Graceful Charity

+1 Premature Burial

+1 Ring of Destruction

+1 Crush Card Virus

+1 Mirror Force

+1 Call of the Haunted

That's 22 cards for a total of 40.

This will make the deck so much better. The main point was to give the deck a D-Hero engine so you can use D-Draw and Allure for even more draw power. It also removes some bad cards (Kuriboh? Really?) and adds better and more useful ones.

I'm actually not sure how many of these you have, just try to include as many of the cards I suggested as possible.

EDIT:

its a good start. any particular strategy for this deck?

It's a chaos deck, meaning he's trying to get enough targets in the grave so he can summon the Envoy monsters.

well I'm focusing on a defensive version while still milling.

Trust me, you don't want to play defensively. Any decent player will want to break out their DAD or JD or whatever and run you over as fast as possible. The game is fast these days. Granted, not as fast as it was during the TeleDAD era, but it's still pretty quick. If you play "defensive" you'll get run over.

Your goal here is to summon the Envoy monsters. The cards I suggested will help you get them out fast.

This version runs beautifully even though it looks a bit highlanderish but hey, a lot of the stuff that is at 1 in this Deck is Limited in this format anyway. The 3 Fusion monsters may seem out of place but it isn't like Cyber-Stein doesn't exist and with Battle Fader, you can stop it from OTKing you and borrow it with Change of Heart or steal it with Snatch Steal and use it against your opponent. The basic idea of this Deck is to drop Judgment Dragon (not too difficult with Painful Choice), nuke, drop beatsticks (the Envoy's, a second JD and/or whatever) and win.

well I'm focusing on a defensive version while still milling.

Chainables and stuff like Battle Fader are what you should be running if doing that since they actually give you a chance against DAD and JD although the latter won't help against Chaos Emperor Dragon and neither will help against FTK Decks or non-Attack-based OTK Decks like Magical Scientist and Exchange of the Spirit.
