Pretty nice cards. I think the tiger is a bit UP'd, because there are too many drawbacks. If you made it like level 5 and/or increased stats a bit, it would be up to normal. There are OCG errors, also.

The first one is balanced, but can be stronger. It's not very interesting. What about turning it into a tuner?

About the second. Special summoning from the graveyard is not as a powerful effect as it seems. Your card has too many limitations. Remove the "if you control no monsters", or the "If this card was Special Summoned this way, skip your next draw phase."

The third one is the best. Is the only one I can see being released other than as a common. What about changing "Level 4 Beast or Beast-Warrior Type Monster" for "Level 4 OR LOWER Beast or Beast-Warrior Type Monster"? That way there could be a deck based around it...
