Pic it's awesome, the effect well... it's not that good as it can be basically it's an UP'ed version of "Sakuretsu Armor". I would add something like this instead:

(make it a Continuous Trap)

 

"Activate this card when your opponent Summons a monster(s). That monster(s) cannot attack during the same turn it's Summoned. Destroy this card if you control no Plant-Type monsters."

 

or something like this:

 

"Activate this when your opponent Summons a monster(s). During this turn, that monster lose 600 ATK. Destroy this card if you control no Plant-Type monsters."

(not sure about my OCG, I lost some practice.)

 

well those are my thoughts.

Epic Picture. How's about:

 

Activate only when your opponent Special Summons a monster. Tribute 1 Plant-Type monster you control to destroy and remove from play the Special Summoned monster.
