When a player takes Battle Damage, place 1 Sea Fore Counter on 1 monster you control. If your opponent declares an attack on a monster with a Sea Fore Counter(s), destroy both monsters and your opponent takes damage equal to the number of Terror Counters that were on the destroyed monster x 500. In my personal opinion (Then again, I'm just a two-star, so who gives a crap about my opinion's?), it would just work better. Or, better yet, make it a Trap. A field nuker combined with a potentially large burn effect is bad enough, but making it nearly indestructable by giving it the stay-on effect makes it borderline banworthy. It's very creative and great eye-candy though. The looks of it are a straight 10/10, but the concept is too overpowered. It merits a 7.6/10.
