I don't think Yugioh semantics will be stronger than the actual word definitions in this case. I've only seen the term "reveal" used for cards who use it as a cost, but in any case, the idea is that if you cannot reveal something because it is already in plain sight and known, then you cannot activate those effects/maintenance costs.
