Possibly overpowered Fairy-Type trump card, designed to work with "Counter Fairies" etc.

Effect: 3 LIGHT Fairy-Type monsters

While you control a face-up "The Sanctuary in the Sky", you can Special Summon this card from your Extra Deck by sending the above cards you control to the Graveyard. (You do not use "Polymerization".) If you do, this card is sent to the Graveyard during the End Phase. You can add 1 "in the Sky" Spell Card from your Deck to your hand instead of conducting a normal draw in your Draw Phase. While "The Sanctuary in the Sky" is face-up on the field, this card cannot be destroyed by battle and when this card battles, you can send 1 LIGHT Fairy-Type monster from your side of the field or hand to the Graveyard to have your opponent's monster lose ATK and DEF equal to that monster's ATK and DEF.

you miss a "Sanctuary" in the lore, hmm, if you normaly fusion summon it and The Sanctuary in the Sky is on the field the card cannot be destroyed, that part is op'd due to its effect of making monsters lose effect, but what the hell, a lot of good cards are op'd. 9/10

It can still be destroyed by effects, which means it has to rely on Trap Card Support.

 

Also, that "in the Sky" part is so it can add "The Fountain in the Sky" as well as "The Sanctuary in the Sky", along with a couple of other similarly named cards I'm making.

Effect: The effect is balance enough. Nothing else to report? Oh yeah, one thing. As a similar effect to Black Rose Dragon, but weaker with less backfire. Good.

Asking 3 Fairies make this card balanced IMO...

 

It works... kinda well with Counter Fairies, well, it really "needs" Counter Fairies for a total defense thought.
