It's just useless except in Traditional because Raigeki's banned. Same as Gryphin Wing for Harpie's, and Call of the Grave for Monster Reborn. And, honestly, what I and most people I know did was use one or two of them, and used them strategically while the other about 35-37 cards in the deck still aren't on the ban list. And, honestly, I thought the Ban list was to keep people from having an unfair advantage. If you're going to make cards like Raigeki, and then make it less than a dime a dozen, you can't call it an unfair advantage. Especially not after you make a counter card for it. Not only that, but with cards like Armed Ninja and Anti-Spell Fragrance, well, that just makes calling it overpowered a bit ridiculous, don'cha think? But, I have seen plenty of Armed Ninja, Anti-Spell Fragrance, Cursed Seal of the Forbidden Spell, basically, there are plenty of cards that counter Spell Cards in general. Counterability doesn't stop a card from being broken. It's the same with custom cards that are made. If you use a spell, trap, or monster that basically says "destroy all your opponents monsters", someone's going to complain. Those effects are overpowered.
