If you think about it, it could be useful in some ways. Maybe your opponent has a good FLIP effect card, and you have a sucky Level 3 card. you could just swap it and use it against them, but really no use at all much I see all of your points.

That's only when the FLIP monster is face-up. If the FLIP monster is face-down, you won't know it's level and thus, wouldn't be able to activate this card.

This card as in some way more control then creature swap about which monster you get because you decide which one is selected
