Well, usually I put the Summon condition before the main effect, but since Dark Synchros aren't real cards yet, I think I can ignore it.

"1 DARK Tuner + 1 or more non-Tuner monsters cards"

This is your first mistake, it should be:

"1 non-Tuner monster - 1 Dark Tuner"

As you can see, Synchro and Dark Synchro Summon are differents, Dark Tuner is a subtype, while DARK Tuner is a Tuner with DARK attribute.

There are errors in the OCG of the second part of the effect, I would correct them, but you didn't post the effect.

So my rate will be 5/10.
