Scenario 1: It's some person (group of people?) who made a site strictly to be weird for the sake of weirdness's sake. No rhyme or reason to it, so don't try to figure it out. Scenario 2: A terrible marketing idea, by some idiot who thought this would be a good idea. Scenario 3: Deeply disturbed individual. Highly unlikely though. The scenes really happy with some random spooky bits, and the old fashioned happy music suddenly becomes really scary.
