It's interesting, but a Speed 2 destruction effect like that feels probably OP'd. Then again, it's a level 8, so it has to be better than Colossal, Stardust, TRA and Scrap Dragon to see any use at all.

 

I'd personally make it a level 7, instead. That way plants can build a Deck that makes it consistently for this and BRD, which work nicer, and it isn't trying to compete with the current generic Level 8s. I'd also drop the DEF by 500, one 'anytime boom' is enough.
