This card cannot be Special Summoned. You must Tribute 3 monsters you control for Tribute Summon this card. Remove 8 Spell Counters on your side of the field. Destroy all Spell Cards your opponent controls. For each Spell Card sent to the Graveyard, inflict 200 points of damage to your opponent's Life Points.

So... it's a monster version of Megaton with a lower cost? No.
Sacrifice this card and remove 8 Spell Counters on your side of the field. Destroy all cards on your opponent's side of the field.

You can tribute this card and remove 10 Spell Counters on your side of the field, to destroy all cards on your opponent's side of the field.
Now, OCG aside, this card's effect... is a no. Megaton Magical Cannon has the same effect, and a higher cost. This card has no summoning requirements, so you can Special Summon it from your Hand, Graveyard, whatever. Thus, its effect is a bit much. Add the Summoning requirements.

One more note: This card has no practical use.

All in all... a 4/10. The concept is unoriginal, the OCG is off, not very practical, and no summoning requirements.

"Remove 8 Spell Counters and this card you control to destroy all cards your opponent controls"...Like Tainted Black said, there is already an effect similar to this one, but this card can be used if your Spell Cards are locked (Horus TBFD LV 8).

Yea people said it was Op is it didnt have 3 tributes

It already can't be special summoned. Chances are that once it's in the grave, it won't be back anytime soon. Plus if you have to tribute three monsters, there probably won't be enough spell counters left to fuel it's effects (unless your a little late in the duel and you control a Magical Citadel of Endymion or something like that). <_< but I guess majority rules.

Let me say this- When I said change the conditions, it COULD be Special Summoned and it took 2 tributes. When HE edited, he added both criteria. now it's UP.
