Quite powerfull in a Fabledish Deck. So I think it is slightly Oped. I would lower its burn to 200ish.
For some reason I dislike it Pic. I don't know why.

There is a possibility to actually stop a few attacks and deal around 2400 damage.

Especially if you're discarding cards on purpose like a Dragon Deck (See the Felgrand Dragon Structure Deck - Rise of the Dragon Lords)

Although it doesn't really destroy anything, I would imagine putting this in a beatdown Summon from Graveyard deck.

Not worth it at all. When a card is worst than Sakuretsu and Magic Cylinder, you know something's wrong. I'd never run this .-. and it doesnt even look like Ice at all. More Tribal and Wind >_>".
