Ok, I understand that you are fairly new here so I will help you.

1. Magic Rock - A little uninspired come up with a better name like "Stone of Agony" for instance
2. Too many Level Stars 10 is sufficient for a card with this effect
3. Stone - Stone is not a monster type, the type you are looking for is rock.
4. OCG (Official Card Grammar) - This is how your card should read:

This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by offering 3 monsters your opponent controls as a Tribute. When this card is Special Summoned, it is placed on your opponent's side of the field in face-up Attack Position, its battle position cannot be changed and it cannot be offered as a Tribute for a Normal Summon. If this card exists in your Graveyard, it cannot be Special Summoned to the field except by offering 3 monsters your opponent controls as a Tribute.

5. Image - You need a good quality image with a background. Your best bet is Deviantart.com here is an example of a half-decent image you could use http://browse.deviantart.com/?q=stone&order=9&offset=144#/d92cvz

6. The effect itself in my oppinion is very overpowered, you may need to ballance it, however that is just my oppinion and it is your card
