[color="#0000FF"]This card cannot be Normal Summoned or Set. You can Special Summon this card from your hand by sending 1 WATER monster and 1 Spell/Trap Card you control to the Graveyard. While this card is face-up on the field, you and your opponent cannot Set monsters. This card cannot be sent to the Graveyard by it's own effects. Once per turn, During your Main Phase you can put 1 Ice Counter on to 1 face-up monster on the field and 1 Ice Counter on this card. For each Ice Counter on the field increase this monster's ATK and DEF by 200. You can remove 1 Ice Counter on this card to move 1 card anywhere on it's horizontal column. If this monster is selected as an attack target you can decrease this card's ATK and DEF by 400 and remove 2 Ice Counter on this monster to negate the attack and put 1 Ice Counter on to the Attacking monster. If a face-up monster on the field has 2 or more Ice Counters, you can tribute that monster and decrease this card's ATK and DEF by 800 to destroy all cards on the Tributed Monster's vertical column (this card cannot be destoyed by it's effect). A face-up monster with 3 Ice Counters on it is automatically sent to the Graveyard. Then select up to 2 face-up monsters on the field and put 1 Ice Counters on them.[/color]

Eh idk what else to correct...not sure if my corrections are even correct lol.

This card is quite complicated...but it seems rather useful. It could quickly gain ATK and overwhelm the opposition. Negation, attack increasing and a destruction effect. Not to mention it's key effect, which is placing "Ice Counters" to use it's other effects and manipulate the playing field. This card would probably be a staple in WATER Decks if it was made. It would also probably be Limited (possibly Banned) depending on how well it would do in the game.

Anyways I give a 8 out of 10. For decent OCG (despite slight errors), unique effect and good pic.

Thanks for the fix u know how horrid my OCG is and thank u for saying it could be a Staple 4 water decks, I never thought It would be that usefull. :)

I make all my cards unique mission accomplished, thanks 4 saying so, and op'd comment r like music to my ears so I really dont care If my cards r op'd just look @ red-eyes darkness metal dragon, that thing super op'd but it's not banned. Pretty creative stuff as always.

Would need a clever player/strategy to get the best out of this and make it particularly devasting, not a card you can just stick in as filler or additional support, I think that's why I admire it. This is what I like to see.

Oh and the picture is awesome as well. Bravo LR.

Spell/Trap Card = Spell or Trap Card
put = place
horizontal column / vertical column = Horizontal Column / Vertical Column (Seems like the kind of thing to be capitalized)
Attacking = attacking

[b]Effect / Originality:[/b]
It's a nomi with the cost of a Spell / Trap and a Monster. Not being able to Set monsters can really help against Decks that have monsters that are only best in Defense. This card pretty much gains 400 ATK and DEF every turn you place a few Ice Counters on the field. Moving cards to different columns horizontally, now how can this benefit? It can negate some attacks by the cost of 2 Ice Counters + 400 of each of this card's stats. It even has a bigger stat cost to nuke a monster that can potentiality nuke a few other monsters as well. It gives nice monster control instantly and seeing the cards are not being destroyed, it dodges the effect of Stardust Dragon and such. The last effect easily regains any fallen Ice Counters this card may need. This is quite original...

[b]Usefulness / Balance:[/b]
...but IMO to situational. I wouldn't use this card, and I don't know what Decks this would fit well in. This card may be well balanced by how the ATK and DEF of this card keeps on going up and down up and down, but that still doesn't show if this has potential to become useful, Tier 1, or even Tier 2. The effect can be somewhat confusing mainly because of all the column changing and because of the lengthy effect you chose to give it, no matter how creative it may be.
