Lore: Whenever you activate a spell card, place 1 Spell Counter on this card (max. 5). During your main phase, you can place 1 Spell Counter on each card you can place a Spell Counter on. If this card runs out of Spell Counters, destroy this card.

Mystic Wizard of Legend
Level: 7
Attribute: DARK
Type: Spellcaster/Synchro
ATK: 2900
DEF: 2000
Lore: 1 Tuner + 1 or more non-Tuner Spellcasters
When you successfully Synchro summon this card, place 1 Spell counter on every card you can place a Spell counter on. During your Main Phase, you can remove a number of Spell counters to Special Summon a Spellcaster whose level is equal to the number of Spell counters removed by this effect.

I have never heard of a monster effect involving "running out" of counters. Therefore, I assumed that you meant "has no" which casts the card in an entirely different light.

Also, you still don't designate where the Synchro Special Summons from.

well i would give counter juggler a little bit more effect like you can remove 1 counter from this card and destroy up to 2 creatures on your opponents side of the field

Well there is Armor Exe: This card cannot attack in the same turn it is Normal Summoned, Flip Summoned, or Special Summoned. During each of your and your opponent's Standby Phases, remove 1 Spell Counter on your side of the field. If you do not, destroy this card.

I suppose that could class "running out". You also forogt about hte B.E.S. cards that when they battle without a counter on them they die.

Also, the correct terminology is "monsters" not creatures.
