At any rate, if I recall, the rules also state that you must win two Duels to win the Match, and yet, Victory Dragon exists. Really, this card wouldn't be all that broken if it reset the field EXCEPT for itself, and removed itself. Do that, give it a cost, then it's reasonably balanced. It really can help you, like if you're about to get hit with a Magic Cylinder that would wipe out your life points.
