it's good, but you forgot one thing O.o

Neat idea. however, the first sentence is messy, and somewhat pointless. More importantly, negating battle damage doesn't stop your monster from being destroyed by the battle, And the burn effect doesn't use the Revenge Counter. Also, a monster with 0 ATK and 500 DEF really shouldn't be Level 4 unless you have some outstanding reason.

If I may offer a re-write suggestion:
Once per turn, if this monster is attacked by a Level 4 or lower monster your opponent controls, you can negate the attack and place 1 Revenge Counter on this card (max 1). Good card, make it Lv 3 or , or make it a lv 5 tuner, will make it balancd, IMO. But decent card, keep up the good work.
