Unlike it, Shrink is... 1) not wasted if my monster is smacked by Sakuretsu Armor, etc. 2) can be set and used during my opponent's turn. 3) can save my monsters from both Bottomless and regular Trap Hole. I think to use Riryoku, the deck would have to be more OTK oriented. My deck has OTK potential, it's just not centered around it (and I think I'd prefer it to stay that way). Your opponent uses Sakuretsu Armor (+0) Compared to: 1. You attack. 2. Your opponent uses Sakuretsu Armor (+0)(Shrink is safe in your hand for later). Riryoku hits bigger monsters, but Shrink covers most (2400 or less with Lord British/Victory Viper OR 3400 or less with Blue Thunder) and still gives you a +1 with the starship's effect even if said starship is destroyed.
