I usually need to go to Character Map to use some characters.
Is there any shortcut or key combination (Alt+...etc.) for these characters:

I do not think you can do the bullet on a keyboard.

There are keyboard shorcuts for [ and ] respectively just look slightly above your enter button. They should be right next to each other.

I don't know about the bullet one though.
