It's nice i would use that in my deck.Tho it is kinda strange coz you can send it to the grave and then bring it back so when "magical citedel of endymion" can't you save it from destruction and use it's effect over and over so, maybe more balence.Overall 9/10 just a bit more balence.

So it's a Fiend that works with Spell Counters (that is, with Spellcasters) and it's basically an Spell Card recycler at the cost of 1 card. The last effect it's horrible and I see no use for it because it makes you lose 2 cards (except for "Dandylion" or "Level Eater", but that would be too much situational), but that doesn't ruin this monster.

This card it's better used as Tribute or Synchro Material rather than for its second effect.

I would say, since my main deck is a Spellcaster Deck, that it would probably be used much more often for Synchro Summon material than for Tributing. Actually, I don't Tribute in my deck at all, unless I'm ABSOLUTELY forced to. I'd probably omit the last sentence on your card's effect, and change the first sentence to:

"You can remove 2 Spell Counters from anywhere on the field to Special Summon this card from your Graveyard."

If you made it a Spellcaster instead of a Fiend, I'd use that card in real life. Since my only Tuner is Night's End Sorcerer, I could use it and your card for Arcanite rather easily. It's nice how you could pull it out of your deck with Foolish Burial and Magician's Circle, too. You could also make an infinite loop of Spell Power Grasps with it, so removing only 1 Spell Counter as a cost almost isn't even a cost, especially in decks that revolve around Spell Counters.
