While this card is in your Graveyard, select one face-up monster on the field. Decrease it's level by 2 and special summon this card from your Graveyard. This card can only be used as a Synchro Material monster with a monster that this card's effect has affected. This card cannot be Tributed.

Level Eater #2 could be abused in the right situations, but now I understand its effect. Could be interesting.

The Synchro is overpowered with its first effect even, but the addition of other effects makes it even more crazy. At the very least it has low stats.

So I should make the stats lower or what? And the first effect isn't overpowered.

I think that as far as the first card goes, its fine. The image is ok and the effect works. I don't really like the second card though. I don't like the image and the effect is a little boring, but it is practical. overall 5/10
