Once per turn you can add 1 "Ancient Gear" card from your Graveyard to your hand. During battle between this attacking card and a Defense Position monster whose DEF is lower than the ATK of this card, inflict the difference as Battle Damage to your opponent.[/b]

The ocg is good. The card itself is not that good since it's harder to Summon than Ancient Gear Golem and you basically used the same effect, you just added the Spell effect. Cause Ancient Gear cannot be targeted by Traps you know. You should add an effect like:

"Once per turn, you can Special Summon 1 Ancient Gear Golem from your Graveyard to your side of the field, ignoring the Summoning Condition. The Special Summoned monsters effect is negated." or something like that to make it not become UPed

now a 2/10

Wouldn't that be overpowered? Just think about this:
You destroyed all your opponent's monsters with "Time Wizard" and got a 3500-ATK monster that can attack directly without fear, and now you suggest to add 3000 more direct damage in the form of a monster? Summoning it without effect is pointless, because the Relic prevents your opponent from activating Spell/Traps any Time during the Battle Phase, not only when the Relic attacks. Because if this, "Time Wizard" and the effect-less Golem can attack without fear too, so you would inflict 3500+500+3000=7000; almost an OTK.
So, I don't think you should add the above effect.

The card is good: Great effect, but harsh summoning conditions, yet it's still somewhat viable to Summon it.

Frex is absolutely right, that's the reason why I was cautious when it came to a summoning effect, but I did add a new one, so check it out ;)

The second effect is a nice addition: perfect for recycling "Ancient Gear Beast", which can be Normal Summoned the turn you add it to your hand if "Geartown" is active. Or you could retrieve a Golem or Dragon and discard it for Summoning a "Machina Fortress" you may have in the Graveyard. Either way, this effect will most of the Time guarantee you a victory, because if your opponent received 4000 damage and couldn't get rid of the Relic during his/her turn, chances are that he/she won't be able to stop a second attack from the Relic plus the attack from "Ancient Gear Beast"/"Machina Fortress".

By, the way, you can shorten that second effect by changing it to:
