The level has nothing to do with it; fiddling with the number of stars won't magically make the insane cost (three monsters of a specific non-optimal Attribute, with sufficient Special Summoning performed to flood the field in that way, plus an additional Normal Summon for the actual Tribute Summon itself and the -3 from the monsters lost) worth using just for its weak effect (discarding high-level monsters, even though decks contain fewer high-level monsters than usual now because of the Synchro mechanic, and even though your opponent's hand will already be small by the time you can finally summon this thing, and with the added disadvantage of it backfiring and hitting your own hand too - oh, and with a tiny bit of burn tacked on that nobody cares about).

But hey, if you want to go and pretend that it's the level stars that made this unplayably underpowered and not the insane cost of its not-that-impressive effect, then be my guest.
