With it out, no longer can Mass Driver kill you (unless they have a FTK on their first turn!)
This card effectively stopped Frognarchs/Frog FTK completely when they were big,
But how about it's uses now?[/center]

People tribute for other things than summoning nowadays (don't think it works on using up synchro materials) so it is in general good.

Correct. Synching doesn't count as Tributing (hence why Mind Control works so well with Synchros). so Restrict wont touch them.

I remember one person I dueled used this and Judgment Dragon together so I couldn't Lava Golem or Volcanic Queen his Judgment Dragon.

I never really find situations where this is useful other than against Monarchs. Then again, Zombie World does that as well unless the opponent is running a Field Spell and/or Zombies.

I think Konami should make another one of these that not only prohibits Trbuting but also prohibits Synchro Summoning, and doesn't disappear after a certain number of turns.

I use this in my Burn deck. Keeps me from getting Monarch'd, and keeps my opponent's field clogged with lower-level monsters.
