OCG is flawless. No errors whatsoever.

[b]Effect / Originality:[/b]
Placing an A-Counter once per turn on EVERY monster is quite darn risky, seeing in some cases, it can backfire on you as well, even though by the rulings, the -300 ATK and DEF during damage calculation only happens when the card states that effect, and seeing how this doesn't state it, I guess it's good to go? Having this card gain 2 A-Counters for the cost of 2 Aliens being removed from the Graveyard seems quite risky at first, but overtime, it can benefit you quite well, with the cost of 10 A-Counters from anywhere on the field, not only can you draw 2 cards, but perhaps remove A-Counters from your monsters that may have gotten them. Being able to get out Cosmic Fortress when this gets destroyed and sent to the Graveyard just makes it better. Pretty original concepts when combine together.

[b]Usefulness / Balance:[/b]
Pretty useful as well. It has a decent drawback of only being able to be Special Summoned through Fusion Summon, somewhat making it only being able to be used once, then never again. The stats although somewhat high, can change due to the mass majority of A-Counters that can be placed onto the field by this card. It's pretty useful in Aliens, seeing they could use the support, I'm only assuming this seeing I don't know much about the Alien Archetype. I'd say it's a balanced card. However, it somewhat concerns me how the draw 2 can be activated more then once per turn, on the other hand, who knows if you'll be able to get 20 A-Counters on the field and once.

No. It just states that is must be Fusion Summoned from Extra Deck, so you can't use cards like Summoner of Illusions. But if you Fusion Summon it properly, you can then revive it
