Spoon
Original Lore: This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by removing 1 WATER Synchro Monster in your Graveyard and 1 WATER Synchro Monster in your Extra Deck from play. During your Standby Phase, remove 1 WATER Synchro Monster in your Graveyard or Extra Deck from play or send this card to the Graveyard. You cannot Summon or Set monsters except by this card's effect. Once per turn, you can pay Life Points equal to the Level of 1 removed from play WATER Synchro Monster x 300 and Special Summon it. This card gains ATK and DEF equal to the amount of Life Points paid until your next Standby Phase. Alternative Lore (modified from suggestions): This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by removing 1 WATER Synchro Monster in your Graveyard from play. Once per turn, you can select 1 WATER Synchro Monster in your Extra Deck, then remove 1 WATER Tuner Monster and 1 or more WATER non-Tuner monsters in your Deck whose total Level equals the Level of the selected Synchro Monster from play to Special Summon that monster (This Special Summon is treated as a Synchro Summon). This card then gains ATK and DEF equal to the ATK and DEF of the Synchro Monster Summoned until your opponent's End Phase. You cannot Normal Summon, Flip Summon or Set monsters. You cannot Special Summon monsters except WATER monsters. Just wanted to use one of the new pictures in Jazin Kay's Archive... Catman25
Dang, why no comments? Quite an interesting effect. I'd say it's pretty balanced, with the LP price, and the non-perma ATK/DEF gain. So....I choose 4) None of the Above.

-Lightray Daedalus-
Well WATER Synchros yeah we have the Ice Barrier one...but..the effect wouldn't work Since Synchros must be properly Summoned in order to Special Summon them other than from the Extra Deck. Other than that card is actually quite decent.
No...something like "This Special Summon is treated as a Synchro Summon" Would but I think the cost should be different then... IMO tributing a Tuner and a Non Tuner whose level is equal to the ones you'd like to summon would work

I mean, it's basically the same Removing them in my Graveyard from play (or in my hand... or in my Deck...), that would be a different kind of thing. Thinking about it, thanks for the feedback
Darj
2) Useless beyond believe Costs are way too high ("Nomi" effect, no Summons, the maintenance cost, and removing the Synchro from the Graveyard) for a monster that Special Summons Synchros by paying LP and whose maximum ATK is 2500 [100+ (300*]. I bet most of the Time it will be destroyed before your next turn after you Summoned her.
Spoon
Alright, I put up a different effect (won't change the card just now, that takes a little too long with the template ), partly inheriting your suggestions, but also bringing in some new stuff. I suppose it's broken now
