This card cannot attack if it has no Sin Counters on it. This is ungainfully broken. 1 Normal Summon is Morphing Jar, and 4 is Obelisk. Not to mention it's a 1 Tribute that's more powerful than Monarchs, shattering any precedent there. It's far too broken to NOT be banned. Link to comment
Goodnight
Summoned Skull is a 1 tribute monster with 2500 attack, so it isn't setting any precedents there. Frostasaurus is 2600atk. Is ti a good effect? absolutely not, however I wouldn't say it's broken. to tribute a card to summon athis monster takes up 1 turn's normal summon, so it has to survive at least 1 more turn to even get its effect. It's rare for any monster to stay on the field for 2 turns, let alone 4. Link to comment

And yes, it is quite common for monsters you want to keep on the field, to stay on the field. And if you have Ultimate Offering, this card becomes even more powerful. Link to comment

But this is clearly a case of too much advantage for too little cost. And like the above user says, there is no reason that Normal Summons are limited to 1 a turn. Ultimate Offering, Brain Research Lab, and Double Summon can increase the number of Sin Counters, and it only takes one to clear out your opponent's hand.
Summoned Skull is a 1 tribute monster with 2500 attack, so it isn't setting any precedents there.
