I like these new Elemental Heroes a lot. You should make a Fusion for Flameman and Foresto called "Elemental Hero Forest Fire" or "Elemental Hero The Torch" or something.

I like all of them except sparkman seems super op to me 1 tribute 2400 (thats monarch so thats cool) destory 1 spell or trap everyturn plus burn effect??? i say choose 1 or the other not both.

And the last monster has some OCG errors

Once per turn, draw 1 card. When this card destroys a monster that your opponent controls, you can draw 2 cards, then send 1 card to the Graveyard[b](From Where??)[/b]. When this card would be destroyed, you can draw 1 card and send it to the Graveyard to negate the destruction of this card. When this card is destroyed by battle, your opponent draws 2 cards.

This card is pretty cool and could really speed up heroes plus with sky scraper its a 2700 monster with this effect you could easily be drawing 4 cards every turn maybe you should turn it down a bit.

Maybe op due to drawing power.
The last effect may balance it but im not sure.

Thanks forteller for the criticism, and Imma leave Sparkman how he is, cause to me his good that way.

And for Warchester, From where the card came from, is 1 of the 2 you drew, so you keep one and discard the other.

While this may not be what you were going for originally, I think this would be better for him, as he can still attack, but with only 1450 ATK (I thought he needed a boost, as I also changed the summon requirements). Plus, what if your opponent has no monsters, but you suspect they may have Mirror Force or know they have Scrap-Iron? Just attack anyway? Bad plan. You always go for Spell and Trap removal if you can.

Overall I like this card, even without my fixes. Could easily function in an Anti-Meta or Hero deck, as Heroes are good at finding niches in decks. Also, the name is a little bland.
How about "Elemental Hero Telikos" (Neos being greek for "new," while telikos means "final," reflecting his nature as being the opposite of Neos)?

I give it an 8.7605/10 w/o fixes, and 9.06/10 with.
