I kid, I kid, highlight the below for your Review.

[b]OCG / Common Sense:[/b]
OCG is flawless. No errors whatsoever.

[b]Effect / Originality:[/b]
The card during each Standby, get's it's Level increased by 1, which reminds me of Fortune Ladies, which I like. The card also, when sent to the Graveyard by any sort of way, which reminds me of Dandylion, gives you the ability to search a Level 3 or lower non-Tuner monster from your Deck, which reminds me of....well any searching monster for that manner. The concepts in my opinion, are quite random and don't merge well together, and not that original either, seeing majority of the concepts are used (somewhat) greatly.

[b]Usefulness / Balance:[/b]
The card HOWEVER, is quite useful. The Level increase may be a bit slow, but adds Level flexibility to Decks that may use this, -cough- Fortune Ladies -cough-. The main part that will be used in my opinion, is it's simple, yet very helpful searching effect. With this, it can pretty much be a staple in any Deck that needs a bit of speed to get those monsters you need quick. The lack of drawbacks is very questionable for this card, that is, if you call something like only being able to search a non-Tuner a drawback, and if you do, it still isn't enough, because in my opinion, this will be Limited / Semi-Limited, for it can be abused quite well.

Now you have made the card underpowered, for a Tribute just sorta ruins the whole searching concept. How about a search for a Level 3 or lower for the discard of a Leve 3 or lower? And perhaps maybe remove the whole Level increasing bit as a whole, and add something that fits the searching concept better, or something that fits the image better, whatever you may find easiest to improve the card.

Once again, you have made the card more random and even more underpowered. If you really want to let your opponent draw 2 as the drawback / cost, then just make the searching be any Level 4 or lower monster in my opinion, even though this may make it a bit overpowering, at least it wouldn't get banned.

By random, I say that the effects individually are decent / good, but when put together, just don't match up. I mean, Level increasing and decent searching just don't add up together, or with the picture. And care to name a few of these card's you have seen like this? Because no offense, but I don't see much cards that have a really well, horrible drawback that doesn't balance out with the effect.

WHOA WHOA WHOA WHOA....whoa. SINCE WHEN WAS IT A TUNER!?!?! Well, in that case, that changes a lot of things. I'd say it's much better now knowing it's a Tuner (how the hell did I miss that >.>), but I think the effect letting your opponent draw 2 cards is a bit too much. Maybe a simple draw 1 for your opponent would be just as good for the card's effect.
