Normal? Eh. Not so good, then. I'd use Giant Rat, Mystic Tomato, etc. over this.

Well...i think its good...you can special summon a warrior monster with 2800 Atk, but with low defense...for put a example..

And again for the card, I suggest you make it 1500 or lower, and not make it just for Normals.

I'd just say "monster with 1500 DEF or less". Not all vanillas are terrible. (Genex Controller)

judge man has def 1500 but has 2200 atk only as of summoned skull which has 2500 atk

E-Heros are all I can see this fitting into. Oh8. Gemini. Better off in Gemini but the fact it's a Tuner makes it less playable unless you wanna just waste an MR or CotH. Yea agreed that Rat/Tomato/Sangan are better. But yea, runnable with Gemini. Since it's restricted to normal I think it'd be more playable by boosting the DEF search a little. Stygian gets a Fiend with 2000 or less ATK and D-Hero Dasher gets pretty much any monster so this card should search something like 2300-2000. 2300 sounds good since then you could search Gearfriend.

Your card makes as much sense as Chaos-End Master, and how it can grab a Labyrinth Wall/Millennium Shield from the deck.
And Chaos-End Master is perfectly balanced, for a Tuner.
