I'm not sure about this "new" CCG for the Excess Monsters but... I was bored so I made this...

You can use 4 Level 4 monsters to Exceed Summon this card. You can send 1 Overlaid Card from this card to negate the activation and effect of an opponent's Spell or Trap Card. You can only use this effect twice per turn. When this card destroys a monster by battle, you can discard 1 card to Overlay the destroyed monster on this card.

Select 1 Excess Monster you control. Special Summon as many Overlaid monsters from that Excess Monster as you can to your side of the field. If this card is in your Graveyard you can remove it from play to select up to 2 Monsters and 1 Excess Monster you control. Overlay the selected monster on the Excess Monster. You cannot use this effect the turn this card is sent to the Graveyard.

I'm not sure i like the "Super Excess Summon" style of your monster. It leads to too much negation, regardless of the number limitation per turn. :/ this is like a super dark bribe in exchange for a summon condition. That's a little ridiculous. :|

I like the idea, i just think that it will be used too much.

anyway, 7/10. It is a proper execution, i just think it is overpowered.

Official Review

Draco feels extremely OP. It's Chevalier de Fleur on steroids. Not only that but it has no limit to the number of times this effect can be used overall since it just Overlays monsters it destroys. This card can be run over Stardust Dragon. Being Excess it's more difficult to Summon but still this card is extremely strong.Your second card would either be banned or limited as it's broken Excess Support. Activating it gives you more Excess fodder then you can remove this card to add monsters back onto the monster you originally stripped clean. Draco can abuse this. Both cards are extremely powerful. I'd suggest for your second card, stating that you either cannot Excess Summon that turn or cannot use Excess Monsters effects that turn. Just a suggestion. Their good, just very powerful.
