I think the first card is OP because of its high stats for a LV4 monster, but the second one is perfect.

Maybe you should learn that you don't add "from your hand to the Graveyard" to effects that involve discarding?

The correct OCG fix is:

When this card destroys an opponent's monster by battle and sends it to the Graveyard, you can Special Summon 1 Level 3 or lower DARK Fairy-Type monster from your Deck in face-up Defense Position. During each of your End Phases, discard 1 Spell Card. If you can't, destroy this card.

The only thing that I can agree with you at the moment is that, 2100 ATK is a little bit too high for a card like this card. 1700-1900 is fine as it is. And the fact that this card has a pretty harsh cost at the End Phases doesn't change anything, since you'll Summon a Tuner monster with this cards effect anyways, so the card won't stick around.

Just change the ATK to anywhere between 1700-1900 and get rid of the Spell discarding effect.
