Still probably overpowered as Hell, though.

[b]Lore:[/b] When this card is Normal Summoned, select 1 monster you control. During the rest of the duel, the selected card is treated as a Tuner monster and it's effect is negated. When this card is removed from the Field, select 1 monster your opponent controls. Until your next End Phase, you can use the selected monster for your own Synchro Summons. The Synchro monster must be Level 6 or 7. You can only use an opponent's monster as Synchro material once per duel.

I think that having it gain its second effect from being simply 'removed from the field' is too overpowered. Too truly make it a 'master of war' you need to make your opponent think about destroying it. ;)

Try this:

When this card is Normal Summoned, select 1 other monster you control. That monster is treated as a Tuner monster and has its effect negated until your opponent's next End Phase. When this card is destroyed by your opponent's card (either by battle or effect) select 1 monster your opponent controls. During your next Main Phase you can use the selected monster as a Synchro Material Monster for the Synchro Summon of a Level 6 or 7 Synchro Monster. You can only use an opponent's monster as a Synchro Material Monster once per duel.

That gives you options, makes this card more fair, provides for the possibility of losing this effect (which makes it fair for the opponent) and still can screw your opponent over.

I think that would be brilliant. ;)

as it currently stands, i would rate it a 6/10. It has potential, but the execution is sub-par right now.
