Although I don't know much about Scraps, but I've also heard they swarm pretty well. Perhaps restrict to a Normal Summon? Not sure if that would balance it out though. The second effect is pretty easy to trigger, letting you recycle a Scrap in your Grave to your hand. Overall, it's a pretty simple, decent card. The card although with somewhat poor stats of only 1900, when runs over a monster, lets you get out a Scrap from your Graveyard. Having it destroyed during the End Phase is just beneficial in this case. I want to see it's overpowered, but it's stats changes everything. I want to say it's underpowered, but the stats are reasonably fair. I want to say it's balanced, but I just well, can't. This card has stumped me.
