This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by Tributing 1 "Temporal Machine God Metaion" you control. This card cannot be destroyed by battle or by a card effect. You take no battle damage from battles involving this card. When this card battles a monster your opponent controls, your opponent take damage equal to half the damage you would have taken by that battle. You can skip your Battle Phase and inflict 800 damage to your opponent. You can discard 3 cards to remove from play this card to Special Summon 1 "Temporal Machine God Metaion" and 2 Level 8 or lower Machine-Type monsters (ignoring the Summoning Condition) from your Graveyard.

If something says that you can't summon while it's face-up on the field, you don't have the option to summon anything. You don't have the option to even send the Temporal God to the graveyard by the effect to bring this out.

Imagine like in a game. When you click on a card, you have options like details, set (if possible) normal summon (if possible) special summon (if possible). Now when you summon something that requires tribute, you first click on summon, then you select the tribute. But if you have a monster out that prevents summoning, the summon option doesn't appear, and thus you cannot select the tribute. It's about the order of first declaring a summon, then selecting tributes.
