During your Main Phase, you can inflict 400 damage to your opponent for each face-up LIGHT monster you control. This card cannot attack during the same turn you activate this effect. Only one "Fairy Archer" can have its effect activated per turn.

Even if you change the name of "Fairy Archer" with a card like "Hero Mask", you cannot activate its effect more than once per turn.
Was a walking FTK, for like 24 hours. Seriously, that ruling is so bullsh*t that it hurts

Seriously.

All they had to do was re-word it to something like "This card, and all other cards with the same name as this card, can only activate their effects once per turn."

You guys should already know due to previous examples (such as with "The Wicked Avatar") that changing their name will not allow you to activate their effects multiple times. (or in "The Wicked Avatar"'s case, create infinite ATK loops o.o)

I tend to think of this as "You can only activate "Fairy Archer's" effect only once per turn." meaning you are activating the effect that belongs to the card "Fairy Archer". Now if you change the name to something else, such as "Elemental Hero Neos", it is not an effect of "Elemental Hero Neos" that you're activating, but "Elemental Hero Neos" is trying to activate the effect of "Fairy Archer" as its own. it is one that you borrowing from "Fairy Archer".

Same case goes for Phantom of Chaos, copying Fairy Archer, under Hero Mask's effect. Its neither Phantom Of Chaos' effect activating, nor said Elemental Hero monster's effect activating, while even under a different name, the effect originally belongs to "Fairy Archer".

So basically, even if a monster is borrowing "Fairy Archer"'s effect as its own, it still an effect that belongs to "Fairy Archer", and cannot be activated more than once per turn. That sorta satisfies me in regards to that, since i'm always trying to find a workable explanation before just calling things BKSS.

In any case, for future reference, when a card references its own effect by its own name, then changing the name of the monsters will still consider the effect of one that belongs to the original monster and will reference it appropriately, regardless of the name of the monster using it.
