Thunder-End Dragon for back a while

Special Summon this card from your hand by Tributing 1 Level 5 or higher Dragon-Type monster you control and discarding 1 Dragon-Type monster. If you do, you must skip your Battle Phase this turn. When this card is Summoned, place 1 Bolt Counters on this card. This card gains 400 ATK for each Bolt Counter on it. When a monster is Tribute Summoned, you can place 1 Bolt Counter on this card by paying 500 Life Points. Whenever a monster is Special Summoned, you can remove 1 Bolt Counter on this card to destroy the Special Summoned monster.

-It's a Thunder-Type that requires Dragon-Type monsters, so this monster wouldn't really fit in neither a Dragon or a Thunder Deck. I suggest to change the requirements to Thunder-Type monsters, so you could run this card, along King Rai-Oh and/or Watts, to make a kind of Anti-Meta Thunder Deck.

-Given its ATK, the "If you do, you must skip your Battle Phase this turn." restriction it's not that necessary, and removing it wouldn't make this card overpowered at all.

-The LP cost of adding a Bolt Counter is unnecessary too, as nowadays players barely Tribute Summon monsters, and even if your Deck focuses on Tribute Summoning, you would be getting 1 Bolt Counter per turn (or 2 with "Double Summons" and "Ultimate Offerings"); so the few additional Bolt Counters you get shouldn't have an additional cost.

-The Summoning cost is quite high too: 2 cards (one of which is high-leveled) for a relatively weak monster?. I suggest to at least remove the Level requirement of the Tributed monster.

==>it's supported with the Special Summon effect, and i referred the level from Dark-End Dragon n Light-End Dragon

For the first suggestion, I would choose Thunder so it will be compatible with the other Thunders I mentioned. But since it is meant to be a relative of the End Dragons, Dragon-Type is more fitting.

And since this card is based on the other 2 End Dragons, you could turn it into a Synchro as well. The requirements could be: 1 Tuner + 1 or more non-Tuner Thunder-Type monster.
Or you could change it to WIND and replace the requirement with "1 or more non-Tuner WIND monsters", but then I would be distorting your original concept.
