It's not justified as the Constitution has the Right To Free Speech, and shutting down the internet would only ever be done for the purpose of preventing terrorists from attacking the government's sites and servers (and inciting others to do so). It seems like a really extreme measure to take, even in the time of war (cyberwar or not), and I don't really feel it is necessary whatsoever.
