Once per turn, you can remove any number of Spell Counter(s) from cards on your side of the field and place an equal number on another card.

Each time a Spell Card is activated, place 1 Spell Counter on this card (max 3). When a card with a Spell Counter(s) is destroyed, place its Spell Counters on this card. By removing 3 Spell Counters from this card and sending one "Endymion, The Master Magician" from your Deck to your Graveyard, select one "Magical Citadel of Endymion" in your Deck and add it to your Hand.

Yes, the ranger is a bit OP'd but since spellcasters need a boost I think it is not too broken.
