hmm... i'll be glad to correct your OCG errors. can you post the lores of the cards..

anyways the card you just made needs Double Tuning. so that's cool but Surtur is little OP'd ATk try 2500-3000 unless its hard to summon. Surtur's second effect is not a wise choice to be activated. if Surtur wants to be a good miller try a fixed number of what to send instead of paying that will just waste your LP. Ymir's 3rd effect sucks. try paying 2000 instead cause that will make the guy UP'd, or skip their entire turn instead. You can also remove Ymir's second effect cause Ymir already has a recover LP effect or vice versa and change it to a better effect like destroying cards.

An attack can always be flawed, their are many possible ways to take down it's attack. What it needs is a down side effect.

Sultur - That artwork has been used a lot. Just saying. Also, it has a good cost for sending EXACTLY 3 cards to the graveyard, good effect.
Ymir - it would be banned instantly. You cannot have an effect that can permanently stop your opponent's draw phase (because it is possible to gain more than 2000 Life Points per turn, ending in a lock). It needs to be changed or have a drawback, or else it is extremely OP'd
Tiamat - I don't know why, but I think that the Inferno counters should go up to 6, or it would lose 600 ATK for each. Also, I think it should have more attack for something that hard to summon. Because 4 monsters -> 1 Synchro with 3000 Attack isn't really worth it.

Attor - why? It's not powerful. It can only gain 1000 ATK overall, but would have 600 when summoned, and unless there is an advanced form of Tiamat which requires him as a tuner (Like a lvl12, which would be a really good idea in my opinion) then no one would use it.

Tiamat looks useful but Stardust Dragon will be its main weakness. i suggest making the maximum counters 6 so you can destroy 6 monsters but the monster will be most likely to be destroyed by an attack. Like when your opponent Summons Junk Synchron (Tiamat's ATK - 2500) then Special Summons a Level 2 (Tiamat's ATK - 2000) Then Synchro Summons Junk Warrior (Tiamat's ATK - 1500) Then Boom! There goes Tiamat in the Graveyard. So much for the very hard Synchro-Material used. Try making the Synchro-Material needed for Tiamat a little easy. Then add Tiamat a little Negate ATK effect or Battle Protection from it. Attor is nice but like just said Tiamat cannot be kept in the field for long as it will be destroyed easily if its ATK keeps depleting each time your opponent keeps Summoning a monster. so overall 1st monster a little bad 2nd monster good enough.
